Felix is arguably one of the few experiments created by Jumba who is not actually evil. But this is entirely dependent on how one perceives his one big flaw. Overall, he's pretty easygoing in nature, usually very easily approachable and tolerant of others, to the point that being tossed out onto his face, stuffed into spaces, or just given away because he's considered obnoxious doesn't seem to bother him in the slightest. Actually he's pretty gentle, very easy to push around since he just doesn't seem to be assertive normally, and there's nothing he enjoys more than ensuring the place he's in is in proper order. His vocabulary is limited to the word "dirty" but he makes a small assortment of other noises or gestures in place of speech when he does try to communicate. Often he's just sort of there but given his creator and purpose, he's likely proficiently literate and understands many languages. He is exactly what he was created to be though: a neat freak. He was made to tidy all messes and antisepticize against all unhealthy germs and sources of filth.
Because of his programming, Felix has an extreme case of OCD when it comes to tidiness, to a point that some may find obnoxious. If he sees a mess he will clean it up or organize it no matter what it is. This includes people and animals, and nothing is considered sacred in his eyes. If it's junky or very dirty, he will throw it out without hesitation so it's best to keep anything of old age or sentimental/monetary value that can't be easily cleaned out of his reach. He doesn't understand that some things should be left be, or that he might be doing something wrong by getting rid of it...though he does understand that people do get upset when he throws their junk away. He also won't stop if he's started to get rid of it, so if something isn't forcefully retrieved it may be lost to his cleaning. This could be because he doesn't understand fully how important things are to others, being that he doesn't own anything, or it could just be the thought that if it's important then it shouldn't be dirty. The same goes for scientific things like bacteria samples. He is completely unable to ignore messes or disorder and will stop whatever he's doing to take care of them.
His biggest character flaw, the one that makes his alignment debatable, is a flaw in the logic for one of his functions: antisepticize against all unhealthy germs and sources of filth. In his logic, those who are either constantly messy without cleaning up, or who go long periods of time without washing are giant germs, which leads him to attempt to antisepticize them out of existence like any other germs. Once he identifies someone this way, he will try without hesitation to follow through with his programming. But his single-mindedness isn't impulsive. He will wait until he can remove outside interference, such as luring away cleanly beings who would be in the way, and cut off his target(s) in one area before making his move. Then he pursues almost relentlessly, but can be temporarily sidetracked by his OCD. This is why the line for him is blurred. He's perfectly willing to destroy anyone who falls into the category above, and it's premeditated when it comes to higher lifeforms, but the root is a flaw in his programming that is fixable given someone knows how to reprogram an alien. He wouldn't call it murder because he doesn't value anything as higher lifeforms, not even his creator, and because you can't murder germs.
It's worth noting that while he doesn't know how to value lives, he's not arrogant or aggressive to other creatures until he identifies them as filthy. He doesn't even really give an indication that he sees them as such until he's trying to sanitize them. He doesn't get angry when he's prevented from or interrupted in his cleaning, though he does get very confused at why he's being stopped, and he wouldn't hurt someone just for being in the way. While he was show to be hostile to a fly because it was dirty, and he appeared slightly menacing when he first turned on Lilo, Stitch, and Jumba, he actually pursued them with the same amount of cheerful diligence that he normally has while cleaning, not even getting annoyed that he had to chase them. And as said earlier, he doesn't seem to care what others think of him or how they treat him. He always has this kind of pleasant and mellow kind of demeanor to him and often has a content smile. Cleanliness is his happiness.
Aside from lack of consideration, he is otherwise completely harmless and his personality is undefined. This means that his development could be heavily influenced by the type of people that he hangs around when his programming isn't the focus. He gets along best with tidy people, predictably, but he doesn't dislike people of average levels of cleanliness as shown in the anime when he appears. Keeping him away from slobs, or at least their "natural environment," is probably the best way to avoid him trying to clean them up.
Powers and Abilities:
Predictably, all of Felix's abilities are based on his purpose. He has increased physical strength, potentially more than Stitch, being able to lift couches or replant fallen palm trees and easily throw open a door that Stitch is holding closed. He can spin like a twister to pick up and straighten several things at once, or just clean through an area faster. The brush-like tail is an effective broom which he uses with extreme efficiency. His trunk works like a strong vacuum that's able to suck up most anything no matter how ground-in it is and has a system of brushes and disinfectants, while his stomach digest-processes anything he sucks up before he disposes of it. His stomach is also capable of holding huge amounts of stuff without visibly expanding. His aim when firing things into the garbage is almost flawless, and his trunk can expand to take in things at least as big as a public garbage can and possibly the size of a large mailbox. He can also fire disintegrating laser beams from his trunk. It also works as just a nose of course.
When later reprogrammed into Oscar, his main ability is to somehow release huge messes through his trunk, enough to cover the inside of an entire house in a noticeable coat of grime and garbage. This suggests that either not everything he sucks up as Felix ends up in the garbage, or that he somehow generates the dust, grime, and general trash himself. Oscar is also not hung up on dirt as a neat freak, but instead likes to make clean places very dirty. He is less potentially dangerous than Felix though.
Like all of his "cousins" Felix can be completely dehydrated and returned to pod form, at which point he would be dormant and unaware of his surroundings. Returning his to normal is as simple as getting him wet with any kind of liquid.
